Actually, if there are enough of you, you were never there, you don't know what he's talking about, and you certainly don't have time to be locking random youths to railings - you've got work to do, paperwork up to the clavicles, etc. It would be nice if you never had another such opportunity, but you probably will, and some sort of example needs to be made.
