Fined? In the morning rush for London copper donuts laws are there to be broken. They most likely, hypothetically, clobbered an innocent cyclist, hard, for complaining. The inquest will show the cyclist was not to blame and the rozzers had, in fact, broken the rules we pay them to police.

ANother detail I may notice becsuse it's unusual to me, but I'd suggest that when you have to squash the painted bicycle to fit it in the bike lane space, then the bike lane is too narrow.
